Car repo / buyer wont complete payment My step son who does not live with me sold a vehicle out of desperation needing money for college.

Since the new owner doesn't have the title he can't register it.
My guess is he will part it out or let it sit. If it's worth anything
someone will have to send your stepson a certified letter
return receipt requested to contact him to clear the title or
post a notice in the local newspaper.
If you feel it's a theft by deception situation talk to the police
and see if charges can be filed. Otherwise the legal and towing costs to recover
the car may exceed its value.
P.S. This happened to me. A friend needed a car and he stopped paying
after a few months. The state sent him the title because the clerk didn't want to do the paperwork
for the lien. I lost $200. You know what they say, In God We Trust, all others pay cash.
P.S.S. Ask the local title office what they suggest, also.
