SSI cannot even be garnished by the federal government. Only SSDI can be garnished under certain circumstances, such as owing child support, alimony or owing money to the federal government. Because SSI is need-based it cannot be garnished under any circumstances at all. The government recognizes that those who are receiving SSI payments do not receive enough in order to have any of it garnished and still survive.
http://ssa-custhelp.ssa.gov/app/answers/detail/a_i d/426/~/garnishing-social-security-benefits-due-to -a-debt This government site clearly states what circumstances SSDI can be garnished for and that Supplemental Security Income (SSI) cannot be levied at all (in the note).
