They are well within the law to track down the vehicle if you have not kept up with your contracted payments. That is why you are supposed to pay your monthly payments on time. If you fail to keep up with your promised and contracted schedule, they get the car back. You failed to pay. They came and got the car.
As hard as things are these days, failing to pay on a loan does not stop when it is convenient. You now know the penalties first hand.
I hope you were able to get a safe bus or cab ride home.
You have a very short amount of time to scrape up all the arrears, plus now pay the impound and towing fees before they sell the car at auction to recoup their losses. Once it gets past that point, you are just plain out everything you have paid to date. If they don't get enough to cover all that you still owe to them, they may even come after you for the remaining balance. That is the way it all works.

The repo man is acting on behalf of the owner of the car, they can take the car from you using any means possible without breaking the law. Imagine how the people who lent the money for the car feel having to pay people like this to reclaim property that is not paid for. Everyone suffers when you don't meet your obligations.

First of all it is not your car. If you are not paying for the car you do not have any claim to it. You are essentially driving a stolen car. Granted, the law won't consider it as a theft. But the law WILL provide for the rightful owner of the car to retrieve his property that is not being paid for.
Yes. Your kids should not be in the car while the car is being towed. However, I think what was in the mind of the repo man was that he could get the car in position to be towed, rendering it useless to you, at which time two choices could be made. You could remove your children from the vehicle and allow the rightful owner of the car to have it back, or you could keep your kids in the car and wait for the police to arrive to assist you in removing your kids from the car that did not belong to you.

Chasing you down is not breaking any sort of law, so yes, the repo man had every right to follow you around town until you left the vehicle. This is actually one of the best ways to get back a vehicle when someone hides it when it's not in use or puts it into a locked garage when it's not in use - as they cannot legally enter a locked place to retrieve the vehicle. But if you leave it in the grocery store parking lot, tough luck for you, they can take it from there.
And since no harm would have come to your child while putting the car up on the tow truck, again, they did nothing illegal and I'm sure they allowed you to get your child out of the car.
What exactly is your complaint here? That they did their job and it inconvenienced you? I'm sure you inconvenienced the car's owner when you refused to make proper payments on it. Get over it and find a car you can actually afford.
