Any public parking lot or building that can be accessed by general public they can go. I know there are so repo drivers that will also go where they are not allowed to go just to get thier car.
My best friend is repo driver and he says that some companies allow their agents to do almost anything to get their car. The problem being if they get caught its on them and the company will hang the employee out to dry. IF they get the car they don't ask questions on how the car was obtained.
