Yes, it is considered a storage fee for collecting, logging all the property in their books and storing your items. The longer you leave it with them without retrieving it, the more they can charge you when you do come to get it.
Some companies don't, but others do because collecting and storing does take time out of their day - not to mention defending themselves against others who claim property has gone missing when it hasn't. This is another instance where you can blame your fellow human being for bad behavior effecting your life.
Florida's only state for charging for collection and storage is that it be a 'reasonable' fee.
